Extended Operations, universally known as ETOPS, fundamentally changed commercial aviation by allowing twin-engine transport-category airplanes to operate on long-range routes that were once reserved exclusively for three- and four-engine aircraft. Before ETOPS authority existed, the FAA required twin-engine airliners to remain within 60 minutes of a suitable airport at all times — a rule informally called the "60-minute rule" — which effectively blocked twins from transoceanic and many transcontinental routes. Today, with the regulatory framework established in 14 CFR Part 121, Subpart P and the detailed operational guidance in Advisory Circular 120-42B, certificated air carriers can operate twin-engine airplanes on routes that take them hundreds of minutes away from the nearest diversion airport, provided they meet stringent airworthiness, training, and planning requirements.
For Aircraft Dispatcher candidates, ETOPS is a high-priority topic. The dispatcher shares legal responsibility with the pilot-in-command for the safety of every flight, and on an ETOPS operation that responsibility includes selecting adequate airports, understanding the approved area of operation, and ensuring that every flight plan conforms to the operator's ETOPS authority. This article breaks down the three foundational concepts: adequate airports, rule time (ETOPS rating), and the area of operation.
The Regulatory Foundation
ETOPS authority is granted to an air carrier, not to an individual aircraft or crew. Under 14 CFR 121, Subpart P, an operator must receive FAA approval before conducting ETOPS, and that approval specifies the maximum diversion time (the "rule time") the carrier is authorized for each airplane-engine combination. The FAA evaluates the carrier's maintenance programs, crew training, dispatch procedures, and the reliability history of the specific engine type. AC 120-42B provides the detailed criteria the FAA uses to evaluate and approve these programs, and it defines the key terms dispatchers must master.
Adequate Airports Defined
An adequate airport is the cornerstone of ETOPS planning. Under AC 120-42B and 14 CFR 121, Subpart P, an adequate airport is one that meets all of the following criteria at the time it would be needed for a diversion:
- Runway performance: The airport has at least one runway that is long enough and strong enough for the airplane type to land, accounting for the forecast winds, temperature, and applicable performance data.
- Operational requirements: The airport must have the necessary air traffic services, navigation aids, and approach procedures to support the arrival. Rescue and fire fighting (RFFS) capability consistent with the operator's approved program must also be available or accepted under the carrier's ETOPS authority.
- Fuel and services (if required): For certain operations, the adequate airport must have the ability to provide fuel, though the definition does not always require fueling capability — that is determined by the operator's specific route and approval.
Suitable Airports (Adequate + Weather)
An adequate airport becomes a suitable airport when its forecast weather at the estimated time of arrival is at or above the operating minima specified in the operator's Operations Specifications. Per AC 120-42B this two-step gate — adequate then suitable — is the correct dispatcher framework, and confusing the two is one of the most heavily tested items on the Aircraft Dispatcher knowledge exam.
Adequacy is essentially permanent for a given airport: its runway, services, RFFS, and navigation aids do not change from flight to flight. Suitability, in contrast, is time-dependent — the same adequate airport may be suitable for a 08:00 departure and unsuitable for a 14:00 departure if the forecast weather has deteriorated. The dispatcher must continuously verify that at least one suitable (not merely adequate) airport lies within rule time of every point on the ETOPS route during the diversion window. This is why ETOPS dispatch releases specify which airports are designated adequate and record the forecast weather that establishes suitability for the planned flight.
ETOPS Rule Time (The Rating)
The rule time — also called the ETOPS rating or diversion time authority — is the maximum time, in minutes, that an airplane may be from an adequate airport while operating on one engine, at the approved one-engine-inoperative cruise speed, in still air. Standard ETOPS rule times include 75, 120, 138, and 180 minutes, with Extended ETOPS authorizations at 207, 240, and 330 minutes available to carriers and airplane-engine combinations that meet the heightened reliability and maintenance standards of AC 120-42B. The higher the rule time, the farther from an adequate airport the flight may operate, and the greater the scrutiny applied to the carrier's maintenance and operational programs.
The specific one-engine-inoperative speed used to calculate distances is defined in the operator's ETOPS authority and Operations Specifications (OpSpecs). This matters because the distance from an adequate airport is not simply geographic distance — it is the distance flyable in the rule time at that particular speed, accounting for forecast winds along the diversion track. A headwind on the diversion route reduces the actual distance the airplane can cover in the allowed time, which is why dispatchers must account for wind when determining whether a waypoint falls within the ETOPS area of operation.
The Area of Operation
The ETOPS area of operation is the geographic region within which a flight is authorized to operate. It is constructed by drawing a circle (or series of arcs) around each adequate airport along the route, where the radius of each circle equals the distance the airplane can fly in the approved rule time at one-engine-inoperative speed. The ETOPS route must remain within the overlapping coverage of these circles at all times — meaning that at every point along the planned route, at least one adequate airport is within the rule time.
Think of it as a chain of overlapping coverage zones: each adequate airport provides a "bubble" of protection, and the planned route must thread through these overlapping bubbles from departure to destination. If a gap exists — a segment of the route where no adequate airport falls within the rule time — then the route is not authorized under the carrier's ETOPS approval, or an additional adequate airport must be identified to close the gap.
The area of operation concept also explains why ETOPS routes are not simply straight lines between city pairs. Dispatchers often must offset waypoints, add en-route alternates, or plan specific tracks (such as North Atlantic Organized Track System routes) that keep the flight within the approved area of operation while also managing fuel efficiency and weather avoidance.
Why It Matters for Dispatchers
The aircraft dispatcher's legal and operational role in ETOPS is substantial. Under 14 CFR 121.687, the dispatch release must contain specified information, and for ETOPS flights that release must conform to the operator's approved ETOPS authority, including designation of adequate airports; the dispatcher's joint authority and responsibility with the pilot in command is established under 14 CFR 121.593 and 121.601. Specific dispatcher responsibilities include:
- Verifying that every waypoint on the planned route is within the rule time of at least one adequate airport.
- Reviewing forecast weather for all designated adequate airports during the window they could be used as diversions.
- Ensuring the fuel load accounts for ETOPS-specific reserves, including fuel to reach an adequate airport at one-engine-inoperative speed plus applicable reserves.
- Monitoring the flight in progress and notifying the crew if an adequate airport's weather deteriorates below usable minimums, potentially requiring a route or fuel reassessment.
- Understanding the MEL (Minimum Equipment List) implications — certain systems are ETOPS-significant, and if an ETOPS-significant item is inoperative, the flight may not be authorized to operate in the ETOPS area of operation at all.
Key Numbers and Rules
- 60-minute rule (non-ETOPS): Without ETOPS authority, twin-engine airplanes under Part 121 must remain within 60 minutes of an adequate airport at single-engine cruise speed.
- ETOPS threshold: Operations beyond 60 minutes require ETOPS approval; operations beyond 180 minutes require extended ETOPS authority with heightened standards.
- 180-minute standard: The baseline maximum for most initial ETOPS approvals on proven airplane-engine combinations; higher ratings (207, 240, 330) require additional demonstrated reliability.
- One-engine-inoperative speed: Used for all ETOPS distance calculations — not normal cruise speed, not Vmo/Mmo, but the specific approved diversion speed in the operator's OpSpecs.
- Weather evaluation window: Adequate airport weather must be at or above minimums for the entire period it could be used, not just at the time the flight departs.
- ETOPS-significant systems: Systems whose failure could prevent a diversion or affect the one-engine-inoperative capability must be operational or addressed by the MEL before ETOPS flight.
Common Test Traps
- Confusing "adequate" with "suitable": An adequate airport meets physical/services criteria only (runway, RFFS, facilities) per AC 120-42B and is essentially time-independent. A suitable airport is an adequate airport whose forecast weather at the ETA is at or above the operator's operating minima — this is time-dependent. Adequate is the physical gate; suitable is the physical-plus-weather gate. The exam repeatedly tests candidates who use these interchangeably.
- Confusing "adequate" with "alternate": An adequate airport meets ETOPS planning criteria; an IFR alternate meets the weather and equipment criteria of 14 CFR 121.619. A single airport can qualify as both, but the criteria are evaluated separately.
- Using normal cruise speed for distance calculations: ETOPS distances are always calculated at the approved one-engine-inoperative speed, which is typically slower than normal cruise. Using Mach cruise speed will overestimate the reachable area and is a dangerous and incorrect planning assumption.
- Ignoring wind on the diversion track: A headwind component on the diversion route reduces the distance achievable in the rule time. Dispatchers must account for forecast winds on the diversion leg, not just the mainline route.
- Assuming rule time equals distance in still air only: The rule time is defined in still air for the purpose of establishing the regulatory limit, but operational planning must adjust for actual forecast winds — the still-air distance is the legal maximum, not the planning standard.
- Thinking ETOPS approval is airplane-specific, not operator-specific: The ETOPS authority belongs to the certificate holder (the air carrier). A carrier must individually qualify for ETOPS even if flying an airplane-engine type that another carrier already operates under ETOPS.
