Closely related rules about required inspections appear in 14 CFR Part 43, which governs maintenance, preventive maintenance, rebuilding, and alteration of aircraft. Together, these two regulatory parts create a layered system that distinguishes between performing maintenance and inspecting maintenance — and that distinction is at the heart of the prohibition.

How the Privilege System Works

A mechanic holding an Airframe and/or Powerplant (A&P) certificate is authorized under 14 CFR §65.81 to perform — and, when the work is complete, to approve for return to service — maintenance, preventive maintenance, and alterations that fall within the scope of their rating. This approval authority is significant: the mechanic signs a maintenance record entry and completes FAA Form 337 (when required for major repairs or alterations), taking personal responsibility for the airworthiness of the work performed.

However, this return-to-service authority is not the same as the authority to conduct a required inspection. Two categories of required inspections exist in U.S. civil aviation: the annual inspection and the 100-hour inspection. Under 14 CFR §91.409, most general aviation aircraft operating under Part 91 must receive an annual inspection every 12 calendar months. Aircraft used for hire under certain operations must also receive 100-hour inspections per §91.409(b). Only a certificated Inspection Authorization (IA) holder may approve an aircraft for return to service after an annual inspection. Beyond safety, there is a legal accountability dimension. When an IA holder or second mechanic signs off on an inspection, they are personally certifying the aircraft's airworthiness. Their certificate is on the line. This personal stake — the potential for certificate action, civil liability, or criminal exposure in the event of an accident — provides a strong incentive for thorough, independent scrutiny. That incentive disappears if self-inspection is allowed.

Mechanic A may not inspect and approve their own magneto work as part of that 100-hour inspection, even though they are fully qualified to perform 100-hour inspections on other aircraft or on items they did not personally touch.

If the aircraft instead requires an annual inspection, neither Mechanic A nor Mechanic B can approve the return to service unless one of them holds an IA. The IA holder must conduct the annual inspection; however, even the IA holder should not approve the return to service for work they personally performed during that same inspection — the self-inspection prohibition applies to IA holders as well as to A&P mechanics.

Common Test Traps

  • Confusing return-to-service authority with inspection authority. A mechanic can approve their own repair for return to service under §65.81 — but this applies to routine maintenance sign-offs, not to required inspections (annual or 100-hour) where independence is mandatory.
  • Assuming an IA can inspect their own work during an annual. An IA holder has expanded privileges, but the prohibition on self-inspection still applies. Having an IA does not grant the right to be both performer and inspector of the same task.
  • Mixing up who can perform a 100-hour vs. an annual inspection. A plain A&P can perform and approve return to service after a 100-hour inspection (on work they did not do), but only an IA can approve return to service after an annual inspection.
  • Overlooking the recency requirements. Even a properly privileged mechanic cannot exercise inspection authority if their recent experience under §65.83 has lapsed — a fact the FAA knowledge test sometimes embeds in scenario questions.
  • Believing owner-performed preventive maintenance triggers the same inspection rules. Owners may perform certain preventive maintenance under §43.3(g), but this is a separate category with its own rules — it does not change the prohibition on mechanic self-inspection during required inspections.
