Irregular operations, universally abbreviated as IROPS, are any deviations from a carrier's planned operation. They range from a single-flight delay caused by a late-arriving aircraft to a system-wide ground stop triggered by severe weather, infrastructure failures, or security events. For the certificated Aircraft Dispatcher, IROPS are not merely an inconvenience to manage—they represent a distinct regulatory and safety responsibility governed by 14 CFR Part 121 and, where dangerous goods are involved, 49 CFR Part 175.
Understanding IROPS procedures is essential for the FAA Aircraft Dispatcher Certificate written and oral examinations, and more importantly, for real-world operations where poor recovery planning can cascade a minor delay into a multi-day system meltdown affecting hundreds of flights and thousands of passengers.
The Dispatcher's Legal Authority During Irregular Operations
The foundation of the dispatcher's IROPS authority is 14 CFR 121.557, which addresses emergencies and the duties of the dispatcher during such events. This regulation makes clear that when an emergency arises that is not covered by the company's operations specifications or standard procedures, the PIC and the dispatcher together have the authority—and the obligation—to take whatever action each considers necessary to meet that emergency. Crucially, 121.557 also requires that the dispatcher immediately notify the appropriate company operations management of any deviation from standard procedures made under emergency authority.
This joint authority model is the cornerstone of Part 121 operations: the dispatcher and captain share equal and complementary operational control. During IROPS, that shared control becomes most visible. The dispatcher cannot simply defer every decision to the crew; the dispatcher is expected to actively redirect, re-route, or cancel flights and to coordinate resources from the ground. Dispatchers who misunderstand their role and become passive during IROPS create unsafe conditions and regulatory exposure for their carriers.
Categories of Irregular Operations
Delays
A delay is any departure or arrival that occurs outside the published schedule window. Delays are classified by cause: weather, mechanical, crew, air traffic control (ATC), security, or operational. Each cause triggers different response protocols. A weather delay may require a complete re-routing, a fuel recalculation, and new alternate airport selection. A mechanical delay requires coordination with maintenance control and possibly a Ferry Permit or minimum equipment list (MEL) decision. A crew delay involving 14 CFR Part 117 rest and duty limits may require a crew swap, an augmented crew, or ultimately a cancellation.
The dispatcher's job during a delay is not merely to update paperwork. It involves proactively computing new release times, verifying that the aircraft's fuel load remains adequate after any extended ground time, confirming that weather-dependent alternates are still valid, and communicating with ATC through company operations or directly through the airline's system operations control (SOC) center.
Cancellations
A cancellation removes a scheduled flight from the operating plan entirely. The dispatcher shares cancellation authority with the Director of Operations under the carrier's operations specifications, and the dispatcher may initiate a cancellation recommendation whenever continuing the flight is unsafe, impractical, or impossible. Common triggers include: no serviceable aircraft available within a reasonable time window, crew unable to legally operate, departure airport closure, destination airport closure, or a security event at either station.
When a flight is cancelled with dangerous goods (hazmat) on board, the provisions of 49 CFR Part 175 become immediately relevant. Hazardous materials accepted and loaded on a cancelled flight must be handled, off-loaded, and stored in strict accordance with the shipper's declaration, proper segregation rules, and applicable storage quantity limits at the station. Dispatchers must coordinate with station operations to ensure that hazmat is not improperly re-loaded onto a substitute aircraft without a fresh review of the hazardous materials documentation and a re-verification that the replacement aircraft is properly placarded and that crew notification requirements under 49 CFR 175.33 are fulfilled. Crew members operating any Part 121 flight carrying hazardous materials must be notified, and the dispatcher is part of the chain ensuring that notification occurs correctly.
Diversions
A diversion is an in-flight irregular operation in which the flight proceeds to an airport other than its planned destination. Diversions may be declared by the PIC, but the dispatcher must be notified as soon as practicable and must immediately provide support: weather at the divert airport and alternates, NOTAMs, runway lengths, fuel availability, gate availability, and any security or customs requirements for international operations. Under the joint operational control model, the dispatcher must actively work the diversion alongside the crew, not simply acknowledge and wait.
System Recovery Planning
Recovery planning is the process of returning the carrier's entire operation to the published schedule as quickly and safely as possible after a large-scale IROPS event. System recovery is one of the highest-complexity tasks a dispatcher performs and involves several simultaneous workstreams.
Aircraft Positioning
Each tail number must be tracked to determine where it is, when it will be available, and whether it can legally and mechanically support the next scheduled assignment. Dispatchers work with system operations and maintenance to prioritize which aircraft are returned to service first, often using a hub-and-spoke recovery strategy in which hub airports are normalized before out-station routes are restored.
Crew Legality
14 CFR Part 117 flight and duty time limitations do not pause during IROPS. In fact, ground delays and holding often consume duty hours without producing completed flights, leaving crews closer to their limits. The dispatcher must track crew duty periods in real time and flag any situation where a crew may time out before completing their assignment, triggering the need for a reserve crew, crew swap, or cancellation.
Fuel and Weight and Balance
Recovery flights frequently operate to different destinations, carry more or fewer passengers than planned, or depart at different times of day with different weather patterns. Every recovery flight must receive a complete, independently computed dispatch release. Shortcuts on fuel planning or weight-and-balance calculations during the pressure of a recovery event are a leading contributor to incidents. The dispatcher must resist operational pressure and ensure every release meets the full requirements of 14 CFR 121.593, 121.601, and 121.639 through 121.647 (fuel requirements, alternates, and release contents).
Hazmat Continuity During Recovery
Under 49 CFR Part 175, hazardous materials require proper documentation and compliance checks before being carried on a substitute aircraft, consistent with general acceptance and shipping paper requirements. During system recovery, shipments of hazmat that missed their original flight must be re-tendered to operations with current documentation. The dispatcher coordinating a recovery must ensure that substitute aircraft placarding, cargo compartment compatibility (particularly for Class 9 materials and radioactive materials), and quantity limits are re-verified before each new release is signed. Crew notification must be refreshed for each new crew operating a recovery flight carrying hazmat. Failure to do so can expose the carrier and the individual dispatcher to civil penalties under 49 U.S.C. 5123 and 49 CFR Part 107, Subpart D.
Security Events as IROPS Triggers
Security-driven IROPS, such as bomb threats, unscreened-passenger events, or ground stops ordered by TSA or the FAA in response to a national security situation, carry additional layers of coordination. The dispatcher must be familiar with the carrier's security contingency procedures and with the FAA's Emergency Ground Stop and EDCT (Expect Departure Clearance Time) systems administered through Air Traffic Control System Command Center (ATCSCC). During a security-driven event, the dispatcher must not re-dispatch an aircraft that has been held for security screening until clearance from appropriate security authority has been confirmed and documented.

Common Test Traps
- Passive dispatcher myth: Some candidates mistakenly believe the PIC has sole authority in emergencies. Under 121.557, the dispatcher shares emergency authority and has independent obligations—including notifying company management of any deviation.
- Hazmat on cancelled flights: Candidates often overlook that transferring hazmat to a recovery aircraft requires a full re-verification of documentation and crew notification—it is not automatic.
- Duty time clock confusion: Ground delays count toward crew duty limits. A crew that has been delayed three hours may not have legal duty time remaining to complete the re-timed flight plus any required repositioning.
- New release required: A recovery flight to a different destination, even if the same tail number and crew, requires a new, complete dispatch release—not an amendment to the original.
- Alternate re-validation: If a flight is delayed significantly (particularly overnight), previously filed alternates may no longer meet the TAF forecast requirements at the new planned arrival time and must be reselected.
