Remote Identification — commonly called Remote ID — is a regulatory framework that requires small unmanned aircraft systems (sUAS) operating in United States airspace to broadcast identification and real-time location information during flight. Think of it as a digital license plate for drones: just as a car displays a physical plate that law enforcement can read, a drone transmitting Remote ID broadcasts data that federal, state, and local authorities can receive and act upon. The FAA finalized the Remote ID rule in January 2021, with full compliance required by September 16, 2023. For any pilot pursuing a Part 107 Remote Pilot Certificate, understanding what Remote ID requires, how it works, and the limited exceptions available is essential both for the FAA knowledge test and for lawful, safe operations.
The rule is codified primarily in 14 CFR Part 89, which sits alongside Part 107 as one of the foundational regulatory pillars of commercial sUAS operations. Part 89 establishes the what, how, and where of Remote ID compliance, while Part 107 governs the broader operational rules for commercial remote pilots. Together, they form the regulatory backbone of professional drone flight in the United States.
How Remote ID Works
Remote ID functions by having the drone — or a device attached to the drone — continuously broadcast a radio signal containing specific data elements. This broadcast is transmitted over standard radio frequencies (Wi-Fi and Bluetooth are the primary technologies used) so that anyone with a compatible receiver in the area — including smartphones, FAA-authorized systems, and law enforcement devices — can detect it without needing a dedicated subscription or special hardware.
The data elements required in a Remote ID broadcast include: the unique session ID or serial number of the drone, the latitude, longitude, and altitude of the drone itself, the latitude and longitude of the control station (where the remote pilot is standing), the velocity of the drone, a timestamp, and an emergency status indicator. This packet of information updates in near real-time, giving observers a live picture of where the drone is and where it is being controlled from.
The Three Means of Compliance
Part 89 provides drone operators with three ways to satisfy the Remote ID requirement, though as of the full compliance date, the practical landscape has largely consolidated around the first option:
- Standard Remote ID drone: The aircraft itself has Remote ID broadcast capability built in at the time of manufacture. The drone broadcasts the required data directly from its own transmitter. This is the most common path for new drones purchased after the rule took effect, as manufacturers like DJI have integrated Remote ID modules into their products.
- Remote ID broadcast module: An operator attaches an FAA-accepted Remote ID broadcast module to a drone that was not manufactured with built-in Remote ID. The module must be powered by the drone's power system or its own battery, and it must remain attached for the entire flight. This option allowed operators of older drones to achieve compliance without buying entirely new equipment.
- FAA-Recognized Identification Areas (FRIAs): Drones that cannot transmit Remote ID — or operators who choose not to use the above methods — may fly without broadcasting Remote ID, but only within an FRIA. An FRIA is a defined geographic area, established by an FAA-approved community-based organization (CBO) or educational institution, where Remote ID-non-equipped aircraft may operate. Critically, the FRIA concept exists as a limited carve-out, not a broad exemption. The drone must remain within visual line of sight (VLOS) of the operator at all times, and the operator must keep the drone within the FRIA boundaries.
It is worth emphasizing: drones operating under Part 107 commercially almost always need to comply via the first or second method. FRIAs are primarily intended for recreational fliers using older aircraft, not professional commercial operators flying in diverse locations.
Who Must Comply
Remote ID requirements apply to all sUAS that are required to be registered with the FAA and that are operated in United States airspace. Registration is generally required for drones weighing 0.55 pounds (250 grams) or more. Drones flown exclusively indoors are exempt from Remote ID requirements, because they are not operating in the national airspace system. Model aircraft operated exclusively within an FRIA are also exempt from broadcasting Remote ID, provided the FRIA conditions are met.
Hobbyist fliers operating under the Special Rule for Model Aircraft (49 U.S.C. § 44809) are subject to the same Remote ID rules as Part 107 operators when they fly outside an FRIA. The Remote ID rule makes no distinction between recreational and commercial flight — if you are in the airspace and required to be registered, Remote ID applies.
Why Remote ID Matters
The FAA's primary justification for Remote ID is airspace safety and security. As drone traffic has grown dramatically, the inability to identify unmanned aircraft in flight created significant challenges for air traffic control, law enforcement, and national security agencies. A manned aircraft pilot who sees a drone nearby has no way to know who is operating it or whether the operator is authorized to be in that location. Remote ID closes that gap.
For Part 107 operators specifically, Remote ID enables something practically important: it creates a verifiable, real-time record of your operation. When you fly with a compliant drone, your position and your control station's position are being broadcast continuously. This builds accountability into the system. Law enforcement approaching a drone operation can immediately confirm whether the drone is transmitting compliant Remote ID data. Operators without compliant broadcasts can be identified as potentially non-compliant and subject to enforcement action.
Remote ID also underpins future airspace integration. The FAA's vision for Urban Air Mobility, drone delivery, and Beyond Visual Line of Sight (BVLOS) operations depends on a robust identification layer in the airspace. Remote ID is the foundation upon which those advanced operations will be built — making it not just a current compliance matter but a forward-looking infrastructure element.

- Full compliance date: September 16, 2023 — all operators must comply with Part 89 as of this date.
- Registration weight threshold: 0.55 lbs (250 g) or more triggers both registration and Remote ID requirements.

- No remote ID = no flight (outside FRIA): Operating an sUAS that is required to have Remote ID, without a compliant broadcast, is a violation of 14 CFR Part 89 and may result in certificate action or civil penalty.
Common Test Traps
- Confusing FRIAs with waivers: An FRIA is not a waiver and does not grant permission to fly anywhere without Remote ID. It is a designated geographic zone — you must physically be inside it and remain within it for the exemption to apply.
- Assuming indoor flight is always exempt: The exemption is specifically for drones operated exclusively indoors. If a flight begins or ends outdoors, or if any portion is conducted outdoors, Remote ID requirements apply.
- Thinking Remote ID is optional for recreational fliers: It is not. Recreational operators face the same Part 89 obligations as commercial Part 107 pilots when flying outside an FRIA.
- Confusing Remote ID with ADS-B: ADS-B Out is required for manned aircraft operating in certain airspace classes. Remote ID is a separate, distinct requirement for sUAS. The two systems use different technologies and serve overlapping but distinct purposes. A drone does not satisfy Remote ID by carrying an ADS-B transmitter.
- Believing a broadcast module can be removed during flight: The broadcast module must remain physically attached to the drone for the entire duration of flight. Removing or disabling it mid-flight creates a compliance gap and potential violation.
