The FAA recognized this reality and codified the progressive inspection program as an alternative to the standard annual inspection under 14 CFR Part 91.409(d). Instead of one comprehensive examination completed within a short window, a progressive program divides that same thorough inspection into a sequence of scheduled phases spread across the year. The aircraft can remain in service between phases, provided each phase is completed on time and every maintenance action is properly documented. Understanding how to set up and maintain those records is not just a regulatory formality — it is the backbone that keeps the program legal and the aircraft airworthy.

Regulatory Foundation

The authority for progressive inspections lives in 14 CFR 91.409(d), which allows the registered owner or operator to substitute a progressive inspection for the annual inspection — but only if the program meets specific conditions. The operator must have the aircraft inspected under a written program that ensures every part and system of the aircraft is inspected at least once every 12 calendar months. The inspection must be carried out by a certificated and appropriately rated repair station or by an airframe-and-powerplant (A&P) mechanic holding inspection authorization (IA).

Critically, if the progressive inspection is interrupted — for example, if a phase is not completed on schedule — the operator may not continue operating the aircraft under the progressive program until either the missed phase is made up or an IA performs an annual inspection covering all items that have not yet been inspected under the current 12-month cycle. This makes timely documentation an operational necessity, not just a paperwork preference.

The Written Program Document

Before a single wrench is turned, the operator must have in place a written inspection program that the FAA can review on demand. While 14 CFR 91.409(d) does not prescribe a rigid format for this document, it must at minimum define the following elements:

  • Scope of each phase: A clear breakdown of which systems, components, and areas of the aircraft are covered in each inspection phase (e.g., Phase 1 covers the airframe structure and flight controls; Phase 2 covers the engine and propeller; Phase 3 covers avionics and electrical systems; Phase 4 covers landing gear and brakes). The total of all phases must equal a complete annual inspection.
  • Inspection intervals: The schedule — typically expressed in calendar time (weeks or months) or flight hours — defining when each phase must be performed. The program must be designed so that the entire aircraft is inspected within 12 calendar months.
  • Responsible personnel: Identification of the certificated repair station or IA responsible for performing and approving each phase.

This master program document should be kept with the aircraft records and produced whenever an inspector, FAA designee, or Aviation Safety Inspector (ASI) requests it. Without it, the progressive program has no legal standing.

Phase-by-Phase Record Keeping

After completing each inspection phase, the performing technician or repair station must make an entry in the aircraft's maintenance records in accordance with 14 CFR 43.9 and, for return to service after an inspection, 14 CFR 43.11. These two regulations establish distinct but complementary requirements.

14 CFR 43.9 — Maintenance Record Entry

Every maintenance action, repair, alteration, or inspection phase completion must include a record entry containing:

  • A description of the work performed — specific enough that another technician could determine exactly what was done and to which component.
  • The date the work was completed.
  • The aircraft's total time in service (airframe total time) at the time of the entry.
  • The name, signature, certificate number, and certificate type of the person approving the work. For a repair station, the station's certificate number and the name and signature of the authorized person are required.

For a progressive inspection, this means a separate 43.9 entry is needed for each phase as it is completed. It is not acceptable to wait until all phases are done and then write a single combined entry. Each phase entry creates an auditable trail showing that the program is proceeding on schedule.

14 CFR 43.11 — Return-to-Service Entry

When a person performs an inspection required under Part 91 — which includes each phase of a progressive inspection — 14 CFR 43.11 requires an additional, specific type of entry to return the aircraft to service. This entry must state whether the aircraft, airframe, engine, propeller, or appliance is airworthy or list the defects found that make it unairworthy. If defects are found and deferred for later correction, the record must document what was found and reference any applicable deferral authority (such as a minimum equipment list, if applicable).

A critical distinction: under 43.11, if the inspection reveals the aircraft is not airworthy, the IA or repair station cannot sign a return-to-service entry until the defect is corrected or properly deferred. Simply logging that defects were found does not by itself return the aircraft to service. This is frequently tested on AMT knowledge exams.

Where Records Are Kept

Maintenance records for progressive inspections are kept in the aircraft's maintenance logbooks — typically the airframe logbook, engine logbook, and propeller logbook, as appropriate to the phase performed. Some operators use a separate dedicated maintenance record binder organized by program phase. Either approach is acceptable as long as the records are readily accessible and comply with the content requirements of 14 CFR 43.9 and 43.11.

Under 14 CFR 91.417, the registered owner or operator is responsible for keeping these records until the work is repeated or superseded by other work, or for one year after the work is performed, whichever occurs first. However, certain records — specifically those documenting the current status of the aircraft's total time in service, the current status of life-limited parts, time since overhaul on components required to be overhauled, and the current inspection status including progressive inspection phase — must be retained as long as the aircraft is operated under the progressive program and transferred with the aircraft upon sale.

Common Record-Keeping Pitfalls

Even experienced technicians make documentation errors on progressive inspection records. Understanding where those errors occur helps AMT candidates prepare both for the written knowledge test and for real-world shop practice.

  • Missing the interruption consequence: A common distractor suggests the aircraft can continue flying with a simple note in the logbook if a phase is late.
