Before every flight, gathering accurate and current weather information is not just good airmanship — it is a fundamental safety requirement. The FAA Aviation Weather Handbook (FAA-H-8083-28B), Chapter 3, lays out the landscape of available weather services, from the traditional Flight Service Station (FSS) voice briefing to modern online portals and visual tools such as aviation weather cameras. Understanding how these resources work together, and when to use each, is essential knowledge for every pilot from student to ATP.
The way pilots obtain weather information has evolved significantly. Where Flight Service was once the only practical option, today pilots can receive a regulatory-compliant briefing entirely online without ever calling a specialist. Nevertheless, the underlying categories of briefing — standard, abbreviated, and outlook — remain unchanged, and the information a pilot must provide before receiving any briefing is the same regardless of the medium used.
Flight Service: The Backbone of Aviation Weather Briefings
Flight Service Stations remain the most comprehensive single point of contact for preflight weather information. Within the contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico, pilots can reach Flight Service by calling 1-800-WX-BRIEF (1-800-992-7433). For Alaska-specific flights, individual FSS telephone numbers are also listed in the FAA Chart Supplement for Alaska, Section 4.
FSS specialists hold FAA certification as Pilot Weather Briefers. This means they are qualified to translate and interpret available weather data into plain-language descriptions of what a pilot can expect at departure, en route, and at the destination. Importantly, FSS specialists are not authorized to issue original forecasts — they work with existing NWS products and translate them into operationally useful guidance. Pilots can ask questions and discuss any factors they do not fully understand, making a live FSS call valuable when conditions are complex or ambiguous.
All briefings provided by Flight Service — whether obtained online through the Flight Service Pilot Web Portal or by voice — are time-stamped and archived for 45 days. This archive can be referenced if a flight plan must be filed or amended later, and it becomes critically important if an aircraft is reported overdue or missing.
The Three Types of Briefings
Regardless of the source used, pilots must know which type of briefing they need and must provide key flight details: VFR or IFR operation, aircraft identification and type, departure point, estimated time of departure, desired flight altitude, route of flight, destination, and estimated time en route.
Standard Briefing
A standard briefing is the most thorough option and should be requested any time a pilot has not already received a previous briefing for the same flight. It delivers a complete weather picture in a defined sequential order:
- Adverse Conditions: Hazardous weather, airport closures, or ATC delays that could affect the go/no-go decision. Icing alerts are included here for aircraft not certified for flight in icing conditions.
- VFR Flight Not Recommended (VNR): When the FSS specialist judges that VFR flight would be doubtful given current or forecast conditions, they issue this advisory. It is advisory only — the final go/no-go decision always rests with the pilot-in-command. Note that the VNR advisory is not provided via the internet; it is unique to the voice FSS briefing.
- Synopsis: A brief overview of weather systems and air masses affecting the route.
- Current Conditions: The latest surface observations, PIREPs, and radar/satellite data along the route. If departure is more than 2 hours away, current conditions are omitted unless specifically requested.
- En Route Forecast: Forecast conditions summarized from departure/climbout through en route to descent. Heights are MSL unless AGL or CIG is noted.
- Destination Forecast: Forecast for the planned ETA, including significant changes within 1 hour before or after planned arrival.
- Winds and Temperatures Aloft: Provided in knots and tens of degrees, referenced to true north, at MSL altitudes. Temperature data is available on request.
- NOTAMs, ATC Delays, and Other Information: Operationally significant notices affecting the proposed flight.
Abbreviated Briefing
An abbreviated briefing is a condensed update, appropriate when a pilot has already received a standard briefing and only needs to refresh specific elements — for example, after a departure delay. When calling Flight Service for an abbreviated briefing, the specialist will ask for the time and source of the previous briefing to ensure no critical information is inadvertently omitted. The FAA specifically encourages pilots who prefer calling Flight Service to conduct a self-briefing first; arriving at the call already familiar with the general weather picture results in a more focused, productive conversation with the specialist.
Outlook Briefing
When a planned departure is 6 or more hours away, an outlook briefing is appropriate. Because of the extended timeframe, the information is limited in scope — it reflects weather trends and existing conditions near the departure area rather than a detailed route forecast. An outlook briefing is most useful for early route and altitude planning and for making a preliminary go/no-go assessment. A follow-up standard or abbreviated briefing is always advisable closer to departure.
AviationWeather.gov and Online Self-Briefing
The Aviation Weather Center's public portal, AviationWeather.gov, is a government-provided online resource offering direct access to NWS aviation weather products: METARs, TAFs, AIRMETs, SIGMETs, PIREPs, prog charts, winds-aloft forecasts, and more. Pilots can assemble a full weather picture here without calling Flight Service, and doing so satisfies regulatory requirements for a preflight weather briefing when used in conjunction with an approved provider.
The Flight Service Pilot Web Portal (detailed in FAA-H-8083-28B Appendix G) is an online interface tied directly to Flight Service that time-stamps and archives briefings in the same way a voice call does. Pilots who prefer the digital workflow can use the route brief feature to receive structured briefing data, file or amend flight plans, and reference the archived briefing if needed later. Using this portal counts as a Flight Service briefing of record.
Increasing numbers of pilots also rely on commercial weather apps and services. These are permissible provided they draw from approved data sources. However, pilots must understand the latency limitations of data delivered through apps: NEXRAD radar data accessed via weather apps or datalink uplink services carries a latency of 5 to 15 minutes or more. This delay makes app-based NEXRAD suitable only for broad strategic avoidance of convective activity — it must never be used to navigate through or around active thunderstorms in real time. Onboard aircraft weather radar, by contrast, has minimal latency and is the appropriate tool for tactical maneuvering near convection.
Aviation Weather Cameras
Aviation weather cameras are fixed cameras located at airports and mountain passes — particularly prevalent in Alaska — that provide near-real-time visual imagery of actual surface and low-altitude weather conditions. Because much of Alaska is not well served by METARs or pilot reports, these cameras offer an invaluable supplement to traditional text-based products. A pilot planning a flight through a mountain pass can view a camera image taken within the last few minutes to assess ceiling, visibility, precipitation, and terrain obscuration before departure or en route.
Weather camera imagery is available through the FAA and through state aviation agencies. Pilots should treat camera images as a supplement to standard products, not a replacement. A camera shows one snapshot of conditions at one location; weather can change rapidly between camera updates, and a single camera cannot capture conditions along an entire route.
Why These Resources Matter Operationally
The layered approach to preflight weather — self-briefing online, supplementing with cameras, and if needed following up with a Flight Service specialist — creates redundancy that reduces the risk of surprise. Each tool has strengths: AviationWeather.gov gives broad product access; weather cameras provide visual ground truth; Flight Service provides expert human interpretation and the unique VNR advisory. A pilot who uses only one source may miss something a second source would have revealed.
A final weather check immediately before departure using online apps, when feasible, is specifically recommended by the FAA. Conditions can change substantially between when a standard briefing was obtained and when the pilot actually departs, especially in dynamic or convective environments.

Common Test Traps
- VNR is advisory, not regulatory. The pilot-in-command always retains the final go/no-go authority. A VNR statement does not legally prohibit the flight — but ignoring it without good reason is a serious judgment error.
- VNR is not available online. Students sometimes assume all FSS briefing elements are replicated on web portals. The VNR advisory is exclusive to the voice briefing.
- Outlook briefing requires a follow-up. An outlook alone is insufficient for a departure-imminent decision; always obtain a standard or abbreviated update before flying.
- NEXRAD latency is not trivial. A question may describe a pilot using a tablet app to weave through thunderstorms. This is explicitly contrary to FAA guidance because of the 5–15+ minute data lag.
- FSS specialists interpret; they do not forecast. They translate NWS products into pilot-friendly language but are not authorized to issue original weather forecasts.
