When a student pilot earns their first certificate, they quickly discover that the FAA doesn't issue a single, all-encompassing "pilot's license." Instead, the system uses a precise hierarchy of categories, classes, and ratings to define exactly which aircraft a pilot is authorized to operate, under what conditions, and with what privileges. Understanding this framework isn't just essential for the knowledge test — it's the foundation of legal compliance every time you fly.

The governing regulations live in 14 CFR Part 61, which covers the certification of pilots, flight instructors, and ground instructors. Every certificated pilot in the United States operates under this part, and the category/class/rating structure is what gives the certificate its specific meaning.

The Three-Level Hierarchy

Think of the system as nested levels, from broadest to most specific: category sits on the outside, class sits within a category, and ratings (such as instrument or type ratings) add further privileges on top.

Category

In the context of pilot certification, a category defines the broadest grouping of aircraft based on their intended use and fundamental flight characteristics. The FAA defines the following pilot certificate categories under 14 CFR §61.5(b):

  • Airplane — fixed-wing aircraft powered by an engine
  • Rotorcraft — aircraft that generate lift primarily through rotating blades (helicopters and gyroplanes)
  • Glider — unpowered or minimally powered fixed-wing aircraft
  • Lighter-Than-Air — aircraft that achieve buoyancy, including balloons and airships
  • Powered Lift — aircraft capable of vertical takeoff, landing, and low-speed flight with fixed-wing cruise (e.g., certain tilt-rotor designs)
  • Powered Parachute — a powered vehicle with a parachute-style canopy
  • Weight-Shift Control — trikes and similar flex-wing aircraft

It is critical to note that the word "category" means something different in airworthiness and certification contexts than it does in pilot certification. For instance, an aircraft may be certificated in the "normal category" for airworthiness purposes — this is a separate use of the term. On the knowledge test, context is everything.

Class

Within the airplane category — by far the most common for student pilots — the FAA further divides aircraft by class, which reflects the number of engines and whether the landing gear operates on land or water. The defined airplane classes under 14 CFR §61.5(b) are:

  • Single-Engine Land (ASEL) — one engine, designed for land operations; this is where most private pilot training begins
  • Multiengine Land (AMEL) — two or more engines, land-based
  • Single-Engine Sea (ASES) — one engine, floatplane or flying boat configuration
  • Multiengine Sea (AMES) — two or more engines, seaplane configuration

For rotorcraft, the classes are Helicopter and Gyroplane. For lighter-than-air, the classes are Airship and Balloon. Each class requires a separate practical test and endorsement, meaning a certificated multiengine pilot is not automatically authorized to fly seaplanes simply because both are "airplanes."

Ratings

A rating is an authorization that is added to a certificate to expand specific privileges beyond the baseline. The most commonly discussed ratings for private and instrument pilots are:

  • Instrument Rating (IR) — authorizes flight under Instrument Flight Rules (IFR) in instrument meteorological conditions (IMC). Without it, a VFR-only pilot must stay out of the clouds and meet all VFR weather minimums.
  • Type Rating — required to act as pilot-in-command (PIC) of any aircraft with a maximum certificated takeoff weight of more than 12,500 pounds, or of any turbojet-powered airplane, regardless of weight. Type ratings are specific to a particular make and model (e.g., Boeing 737, Cessna Citation).

Some pilots confuse "class rating" and "type rating." Adding a class (such as multiengine land) to an existing airplane category certificate is called adding a class rating. A type rating, by contrast, is specific to a particular aircraft type and is required by the size and propulsion thresholds mentioned above.

Certificate Levels: The Vertical Hierarchy

Separate from category, class, and rating, pilot certificates also come in levels of privilege, listed from most limited to most expansive:

  • Student Pilot Certificate — authorizes solo flight under the supervision and endorsement of a flight instructor; no passenger carriage
  • Sport Pilot Certificate — allows operation of light-sport aircraft (LSA) in specific conditions; limited to one passenger, daytime VFR, and specific airspace
  • Recreational Pilot Certificate — slightly more expansive than sport, but still significantly limited compared to private
  • Private Pilot Certificate — the foundational certificate for most general aviation pilots; allows passenger carriage for non-compensation flights
  • Commercial Pilot Certificate — allows compensation for certain flight operations; requires more aeronautical experience and higher standards
  • Airline Transport Pilot (ATP) Certificate — the highest level; required to serve as PIC of an air carrier aircraft under Part 121
  • Flight Instructor Certificate — not a "pilot certificate" per se, but an add-on that authorizes flight instruction in specified categories and classes

Each level has its own aeronautical experience requirements, knowledge test, and practical (checkride) standards. Earning a higher-level certificate does not automatically grant all lower-level privileges; however, ATP holders generally hold all the privileges of the lower certificates they have earned.

Why It Matters — Legally and Practically

The category/class/rating system has direct, real-world consequences. Under 14 CFR §61.3(a), a pilot must have their certificate in their personal possession (or readily accessible in the aircraft) and must be appropriately rated for the category and class of aircraft being flown. Flying outside your ratings — for example, taking the controls of a multiengine aircraft as PIC when you hold only a single-engine rating — is a violation of federal regulations and can result in certificate action or worse.

Equally important: carrying passengers changes the stakes dramatically. If a VFR-only private pilot inadvertently enters IMC while carrying passengers, they are not only facing a life-threatening situation but are also operating outside their regulatory authorization. The rating system is designed to ensure pilots have demonstrated specific competency before assuming those risks.

Key Numbers and Rules

  • A type rating is required for aircraft over 12,500 lbs maximum certificated takeoff weight or any turbojet-powered airplane (14 CFR §61.31(a)).
  • An instrument rating requires, among other things, 50 hours of cross-country flight time as PIC and 40 hours of actual or simulated instrument time (14 CFR §61.65).
  • To exercise instrument rating privileges, a pilot must have logged 6 instrument approaches, holding procedures, and intercepting/tracking courses within the preceding 6 calendar months, or pass an instrument proficiency check (14 CFR §61.57(c)).
  • A pilot with only a single-engine land rating who adds a multiengine land rating is not required to take a new knowledge test — only the applicable practical test for the added class.
  • The FAA issues a single certificate document that lists all categories, classes, and ratings the pilot has earned — it is not a separate card for each privilege.

Common Test Traps

  • Confusing "category" for airworthiness vs. pilot certification. An aircraft can be in the "normal category" for airworthiness while a pilot holds an "airplane" category rating. These are different regulatory uses of the same word.
  • Assuming a higher certificate covers all aircraft. A commercial pilot with only ASEL privileges still cannot legally act as PIC of a multiengine airplane without an AMEL class rating added to their certificate.
  • Forgetting that instrument currency is time-limited. Having an instrument rating does not mean you can fly IFR anytime. The 6-in-6 recency requirement (six approaches, holding, and tracking within six calendar months) must be met, or a proficiency check is required.
  • Mixing up type ratings and class ratings. Adding "multiengine" to your certificate is a class rating. Flying a Boeing 737 requires a type rating — a separate, aircraft-specific authorization regardless of your class rating.
  • Thinking sport pilot privileges apply to all light aircraft. A sport pilot may only operate FAA-defined light-sport aircraft (LSA). A Cessna 172, for example, exceeds the LSA weight limit and cannot be flown on a sport pilot certificate alone.

Mastering the category, class, and rating system is one of the earliest and most important milestones in pilot training.
