Civil aircraft may fly through a Restricted Area only when it is inactive (cold) or when they have received explicit permission from the controlling agency. If ATC clears you through a Restricted Area, that clearance constitutes the required authorization. Military Operations Areas (MOAs)
A Military Operations Area is a block of airspace established to separate or segregate military training activities — things like air combat maneuvering, aerobatics, formation flying, and low-altitude tactics — from IFR traffic. The critical difference between a MOA and a Restricted Area is this: MOAs do not prohibit or restrict VFR flight. A VFR pilot has the legal right to fly through an active MOA without permission.
