How a Composite Flight Plan Is Filed

FSS then coordinates with the appropriate ARTCC or TRACON so that IFR separation services are provided only through the designated changeover point. The Critical Transition: Canceling IFR

This is the point where most confusion — and most FAA test questions — arise. When a pilot on a composite flight plan reaches the IFR-to-VFR changeover point, they must cancel their IFR flight plan with ATC before proceeding under VFR. This is not optional, and it does not happen automatically. The pilot must make an explicit cancellation call.

The exact procedure depends on whether the pilot is in contact with ATC (an ARTCC center or approach control) or not. In many composite flight plan scenarios, the pilot is in radar contact and calls ATC, states their intentions to cancel IFR, and confirms they are in VFR conditions and able to remain clear of clouds. ATC acknowledges the cancellation, at which point IFR separation services cease. The pilot then proceeds under VFR rules for the rest of the flight.

If the transition occurs in uncontrolled airspace and the pilot is not in direct contact with ATC, the cancellation can be made via radio to the nearest FSS. Opening the VFR Portion

If the pilot neglects this step, the VFR segment will never be formally activated, and there will be no one monitoring the flight or expecting an arrival report at the final destination.

Closing the VFR Portion

If the pilot lands at a towered airport, the tower controller does not automatically close the VFR flight plan — the pilot must still call FSS (by phone or radio) and confirm arrival. Why Composite Flight Plans Matter

The composite flight plan is a tool that increases flexibility and reduces the administrative burden of filing two entirely separate flight plans. However, its benefit comes with a proportional responsibility. Because IFR and VFR operations carry fundamentally different rules — IFR provides positive separation and allows flight in IMC; VFR requires the pilot to maintain cloud clearances and avoid controlled airspace without authorization — the handoff between them must be crisp and unambiguous.

From a safety perspective, the most dangerous failure mode is a pilot who cancels IFR but never opens the VFR leg, then encounters deteriorating weather and attempts to continue VFR into IMC with no one monitoring the flight. The composite flight plan system assumes the pilot will manage both legs diligently. ATC will not chase you down to remind you to open the VFR portion.
