In aviation, the difference between a routine radio call and an emergency call can be measured in seconds — and those seconds matter enormously. Two internationally standardized distress signals exist for this reason: Mayday, declared when an aircraft faces a grave and imminent threat to life or the aircraft itself, and Pan-Pan (pronounced "pahn-pahn"), used when a serious but not immediately life-threatening urgency exists. Both phrases cut through normal radio traffic and trigger an immediate, coordinated response from air traffic control and other aircraft. Every pilot — student or seasoned — must know how to transmit these calls correctly, confidently, and without hesitation.
The authority for emergency communications in U.S. aviation flows from the Aeronautical Information Manual (AIM), Chapter 6, and 14 CFR Part 91. The International Telecommunication Union and ICAO standardized these phrases globally so that pilots and controllers who may not share a common native language still recognize an emergency instantly. As a private pilot candidate, you are expected to understand both the legal framework and the precise spoken words involved.
Distress vs. Urgency: What the Words Mean
The AIM draws a clear distinction between two emergency levels. A distress condition exists when an aircraft or its occupants are threatened by grave and imminent danger requiring immediate assistance — think engine failure, structural failure, or a pilot incapacitation scenario where the aircraft is actively going down. A urgency condition is one of concern that does not yet require immediate assistance but could rapidly develop into a distress situation — for example, a fuel state that is worrying but has not yet reached the critical point, an ill passenger who needs medical attention on the ground, or a partial system failure that is currently manageable.
The word Mayday derives from the French phrase "m'aider" (help me) and signals distress. Saying "Mayday" three times — "Mayday Mayday Mayday" — removes any ambiguity that the word was spoken accidentally and immediately elevates the priority of the transmission above all other radio traffic. The phrase Pan-Pan similarly comes from the French "panne" (breakdown or failure) and is spoken three times: "Pan-Pan Pan-Pan Pan-Pan." The triple repetition is a deliberate international convention for both calls.
The Standard Emergency Call Format
The AIM recommends a structured format for emergency transmissions so that the most critical information reaches ATC even if the transmission is cut short or the situation deteriorates. The recommended sequence for a Mayday call is:
- "Mayday, Mayday, Mayday" — the distress signal, spoken three times.
- The facility being called — e.g., "Atlanta Center" or, if unknown, "Any station."
- Aircraft identification — your full call sign, e.g., "Cessna 4521 Foxtrot."
- Nature of the emergency — state the problem clearly: "engine failure," "fire on board," "pilot incapacitation."
- Weather and altitude — your current altitude and, if relevant, the conditions you are in.
- Pilot's intention or request — what you plan to do or what assistance you need: "declaring emergency, requesting immediate vectors to nearest airport."
- Position — your location by fix, bearing/distance from a VOR, GPS coordinates, or over a known landmark.
- Number of persons on board — critical for search and rescue.
- Any other pertinent information — fuel remaining, aircraft color, anything that helps responders.
A full example: "Mayday, Mayday, Mayday. Atlanta Approach, Cessna 4521 Foxtrot, engine failure, level at four thousand five hundred feet, VFR, five miles northeast of Peachtree City, declaring emergency, requesting immediate vectors to Falcon Field. Two souls on board, forty minutes fuel, white and blue Cessna 172."
For a Pan-Pan call, the structure is identical, but "Pan-Pan" replaces "Mayday." The tone of the call is urgent but calmer — the situation is serious but the pilot currently has the aircraft under control. An example: "Pan-Pan, Pan-Pan, Pan-Pan. Jacksonville Center, Piper 3388 Whiskey, low fuel state, requesting priority handling and direct routing to Craig Municipal. Three souls on board. Currently level at six thousand five hundred, sixty miles west of Jacksonville."
Which Frequency to Use
The primary emergency frequency is 121.5 MHz, the international aeronautical emergency frequency monitored continuously by military and civilian ATC facilities, many airliners, and some general aviation aircraft. If you are already in contact with a facility on an assigned frequency, however, the AIM recommends you declare your emergency on that working frequency first — the controller who already knows your situation and your transponder code is your most immediate resource. Switching to 121.5 makes sense if you have lost contact with your assigned facility or need to reach anyone who can help.
Your transponder also plays a critical role. Squawking 7700 immediately alerts radar facilities to your emergency, even if your radio fails or you cannot communicate. The three emergency transponder codes every pilot must memorize are: 7700 for general emergency, 7600 for radio failure (lost communications), and 7500 for hijacking. When in doubt during an emergency, squawk 7700 first — controllers will see it and begin coordination on your behalf.
ATC's Response and Pilot Authority
Once an emergency is declared, an important legal reality takes effect under 14 CFR 91.3: the pilot in command may deviate from any FAA rule to the extent necessary to meet the emergency. This means you can fly below the minimum safe altitude, deviate from an assigned clearance, land at a closed airport, or do whatever the situation demands without prior ATC approval. ATC cannot override your authority during a declared emergency — their role shifts to providing maximum assistance: vectors, weather information, obstacle clearance, alerting emergency services, and coordinating the airspace around you.
After the emergency is resolved, 14 CFR 91.3(b) requires the pilot to submit a written report to the FAA Administrator if requested. In practice, a simple phone call to ATC after landing is courteous and often all that is needed to close the loop; ATC will advise you if a formal report is required.

Common Test Traps
- Mayday vs. Pan-Pan confusion: The FAA written test will present scenarios and ask which call is appropriate. Remember — if lives are in immediate danger, it is Mayday. If the situation is serious but currently under control, it is Pan-Pan. A partial power loss you can manage is Pan-Pan; a complete engine failure is Mayday.
- Forgetting to squawk 7700: Many students assume the radio call alone is sufficient. The transponder code is a parallel and independent alert — always squawk 7700 (unless you have a specific reason to use another emergency code).
- Wrong emergency frequency: The test may offer 121.5 MHz as always the first choice. In reality, if you are already talking to a controller on an assigned frequency, declare there first. Switching away loses your established relationship with that controller.
- Omitting souls on board: Students often recite the emergency call elements but forget "souls on board" and fuel remaining, which are critical for search and rescue planning. The FAA tests specifically on these elements being included.
- Believing ATC can refuse your emergency authority: Under 14 CFR 91.3, ATC advisories during an emergency are just that — advisories. The PIC has final authority. A test question may imply that ATC clearance is required; it is not once an emergency is declared.
