Every flight lesson carries inherent risk. As a flight instructor, your most important non-stick-and-rudder skill is the ability to identify those risks before they become emergencies—and then methodically reduce or eliminate them. The FAA's Risk Management Handbook (FAA-H-8083-2) and Aviation Instructor's Handbook (FAA-H-8083-9) both make clear that risk management is not a one-time preflight checklist item; it is a continuous process woven into every phase of training, from the first ground lesson to the student's solo cross-country.
Risk identification begins with recognizing hazards—any condition, event, or circumstance that could lead to an accident. Common hazards in flight training include student fatigue, unfamiliar airspace, degraded weather, aircraft maintenance status, and the instructor's own proficiency. Once hazards are identified, they must be assessed for both probability (how likely is this to cause a problem?) and severity (how bad would the outcome be?). That combination determines risk level, and risk level drives the mitigation decision.
Why it matters
Student pilots are, by definition, operating near the edges of their competence. They are still building the mental models needed to detect and respond to unexpected situations. This means the instructor must carry a heavier risk-management load early in training, gradually shifting that responsibility to the student as skills develop. Failure to manage risk actively is itself a hazard: the Aviation Instructor's Handbook warns against the tendency to normalize dangerous situations simply because a previous flight went well—a cognitive trap known as normalcy bias. When instructors model disciplined hazard identification from lesson one, they plant the habits students will rely on for the rest of their flying careers.
The PAVE Framework in the Training Environment
The FAA promotes the PAVE checklist as a structured risk-identification tool. Each letter targets a separate category of hazard:
- P – Pilot: Is the student (or instructor) rested, healthy, current, and mentally prepared? The IMSAFE personal checklist—Illness, Medication, Stress, Alcohol, Fatigue, Emotion—lives inside this category.
- A – Aircraft: Is the training aircraft airworthy, properly equipped, and within weight-and-balance limits for the planned lesson profile?
- V – EnVironment: What are the weather conditions, NOTAMs, runway conditions, and airspace complexities the student will encounter?
- E – External pressures: Are schedule demands, financial pressure on the student, or a perceived need to keep a training timeline pushing either party toward a go decision that the facts don't support?
Running through PAVE in a structured preflight briefing accomplishes two things simultaneously: it catches genuine hazards, and it teaches the student how to perform the same analysis independently.
Mitigation Strategies for Instructors
Identifying a hazard is only half the job. Mitigation means taking deliberate action to reduce risk to an acceptable level. Common strategies include:
- Eliminate the hazard – Cancel or reschedule a lesson when weather is genuinely marginal for the planned maneuvers, regardless of schedule pressure.
- Substitute – Move a planned cross-country to a simulator session when ceiling and visibility are below training minimums.
- Reduce exposure – Limit steep-turn or stall practice to altitudes that provide adequate recovery margin above terrain.
- Increase defenses – Brief emergency procedures thoroughly before any solo flight; ensure the student has a specific plan for each foreseeable contingency.
- Adjust the task – Simplify the lesson objective when a student is visibly fatigued or emotionally distracted, preventing task saturation from becoming a safety issue.
The Risk Management Handbook also describes the 3P Model—Perceive, Process, Perform—as a continuous in-flight loop. Instructors who verbalize this model during lessons ("I perceive the cloud bases are lower than forecast; I'm processing that against our fuel state and alternate options; I'm performing a diversion") give students a live demonstration of aeronautical decision-making that no textbook exercise can fully replicate.

Common test traps
- PAVE vs. IMSAFE: IMSAFE is a subset of PAVE, used specifically for the Pilot category. They are not interchangeable terms for the same tool.
- Risk vs. Hazard: A hazard is a condition with the potential to cause harm; risk is the assessed likelihood and severity of that harm actually occurring. Know the distinction.
- Mitigation ≠ elimination: The goal is to reduce risk to an acceptable level, not necessarily to zero. Some residual risk always exists in aviation.
- Instructor responsibility during solo: Even after a student solos, the instructor's risk-management duty continues—thorough pre-solo briefings and conservative weather limitations are part of mitigation, not optional courtesies.
