When you fly under IFR, every altitude change normally requires a specific clearance from ATC — climb to this, descend to that. But there are two special types of altitude authorization that give you considerably more latitude: the cruise clearance and the block altitude assignment. Both are tools designed to reduce the constant back-and-forth of altitude change requests, yet each comes with specific pilot responsibilities and limitations that the Instrument Rating knowledge test loves to probe. Understanding them thoroughly — not just as trivia, but as real operational tools — makes you a safer and more capable IFR pilot.
These authorizations show up in both radar and non-radar environments, and they appear in the AIM and the FAA's Instrument Flying Handbook (FAA-H-8083-15). They also intersect directly with the rules governing IFR operations under 14 CFR Part 91. What Is a Cruise Clearance?
A cruise clearance is an ATC authorization to conduct flight at any altitude from the minimum IFR altitude up to and including the altitude specified in the clearance. When ATC says something like "Cessna 12345, cruise 8,000," that single phrase does a lot of work. It simultaneously authorizes you to climb to 8,000 feet, level off at any intermediate altitude, climb again, or descend — all without requesting additional clearances — as long as you stay at or below the assigned altitude and at or above the applicable minimum IFR altitude for the route segment you are flying.
Crucially, a cruise clearance also incorporates a clearance for the approach. Once you have started descent from the cruise altitude, you are authorized to execute any published instrument approach at the destination airport, and you may not return to the vacated cruise altitude without an additional ATC clearance. You are not locked into a specific procedure unless ATC specifies one, but you must comply with the published minimums for whichever approach you choose.
Altitude Flexibility and Responsibility
The freedom of a cruise clearance comes with a critical responsibility: terrain and obstacle clearance is your job. ATC is not providing separation between you and the ground when you operate below the assigned cruise altitude. You must remain at or above the applicable minimum IFR altitude — the Minimum Enroute Altitude (MEA), the Minimum Obstruction Clearance Altitude (MOCA), or the applicable off-route obstruction clearance altitude — for every segment of your route. If no MEA applies (such as on a direct routing not following a published airway), you are responsible for ensuring your chosen altitude provides adequate obstacle clearance, consistent with the off-route obstruction clearance altitude (OROCA) guidance and obstacle clearance criteria described in the AIM and TERPS (FAA Order 8260.3).
In a radar environment, ATC may still provide traffic separation from other IFR aircraft, but you should not assume that guarantee extends to altitudes you choose freely within the cruise band. Communicate clearly whenever you change your operating altitude so ATC can maintain situational awareness. If you level off at an intermediate altitude, report it.
What Is a Block Altitude Assignment?
A block altitude assignment is a different tool. Rather than establishing a ceiling with an open floor down to minimums, a block assignment defines a specific band between two named altitudes. ATC might say, "Maintain block altitude 7,000 to 9,000." You are then authorized to operate at any altitude within that band — climbing, descending, or cruising — without further clearance, as long as you remain between 7,000 and 9,000 feet inclusive.
Block altitudes are particularly useful in situations where turbulence, icing, or other meteorological conditions make it advantageous to move freely through a range of altitudes to find smoother or more favorable flight conditions. They can also be assigned to allow a slower aircraft to maintain IFR separation from a following faster aircraft by giving both some vertical maneuvering room without requiring repetitive amended clearances.
Pilot Responsibilities Within a Block
Unlike a cruise clearance, a block altitude assignment does not automatically incorporate an approach clearance. When you are operating on a block assignment and you begin descending toward the destination, you still need a separate approach clearance unless ATC specifically provides one. This distinction is a frequent knowledge test trap, so keep it clearly in mind.
You must also report whenever you are leaving the block — both when climbing above the upper limit or descending below the lower limit — just as you would report leaving any assigned altitude. Remain within the block at all times unless you receive an amended clearance. Entering or exiting the block without authorization is a deviation from your IFR clearance.
Reporting Requirements for Both
Position reporting rules under IFR remain in effect regardless of which type of altitude authorization you hold. In non-radar environments, you must make mandatory position reports at designated reporting points. The altitude you report should reflect the altitude you are actually maintaining at the time of the report. For cruise clearances and block assignments alike, ATC needs to know where you are vertically, not just horizontally, especially in non-radar airspace where controller workload and separation responsibility place greater demands on accurate position reporting.
Once you begin descent from the assigned cruise altitude — with the intent to continue to the destination for the approach — you may not return to that altitude without a new ATC clearance. This is because the controller has used that vacated altitude to sequence other traffic. Attempting to climb back up without clearance could create a conflict with aircraft ATC has now placed in that space.

- Cruise clearance floor: The applicable minimum IFR altitude for the route segment — MEA, MOCA, or off-route obstruction clearance altitude. Terrain separation is the pilot's responsibility.

Block altitudes are more commonly used when flying through areas of significant turbulence or icing, or when ATC is managing complex traffic flows in en route airspace.
Knowing how to use both tools fluently — requesting a block assignment when you are hunting for smooth air, or understanding your responsibilities when ATC issues you a cruise clearance — reflects the kind of aeronautical decision-making (ADM) and situational awareness that separates a competent instrument pilot from one who is merely keeping up with the airplane.
Common Test Traps
- Assuming a block altitude includes approach authorization: It does not. Only a cruise clearance automatically incorporates approach authorization.
- Forgetting terrain clearance responsibility under a cruise clearance: ATC is not providing obstruction clearance below the assigned altitude — you are. Know the MEA for your route segment before descending.
- Thinking you can re-climb after beginning descent on a cruise clearance: You cannot without a new clearance from ATC.
- Mixing up the two tools: A cruise clearance is a ceiling with a floor at minimums; a block assignment is a bounded vertical band with both a floor and a ceiling defined by ATC.
