Before an instrument-rated pilot can legally depart into the clouds, a critical administrative and operational task must be completed: filing an IFR flight plan. Far from a bureaucratic formality, the IFR flight plan is the document that triggers ATC to reserve airspace, assign altitudes, coordinate across facilities, and issue the clearance that authorizes your flight. Understanding every field, the timing rules, and the clearance process not only keeps you legal under 14 CFR Part 91 — it can prevent a dangerous situation when the weather is at minimums and every minute counts.

Class G airspace is uncontrolled, so technically you may fly IFR there without a clearance or flight plan — but the practical risks of doing so without ATC separation services are extreme, and most IFR operations begin in or quickly enter controlled airspace.
The requirement to file is not simply about following rules: it ensures ATC has the information needed to keep instrument traffic separated from other aircraft, terrain, and obstacles, especially when pilots cannot see those hazards themselves.
The IFR Flight Plan Form: Field by Field

- Remarks (Block 11): Anything ATC or other agencies should know — e.g., "PIC is instrument student, dual IFR," a request for a specific approach, or a note about a PIREP you collected. Also used to note if you are carrying supplemental oxygen, or if a LIFEGUARD priority is requested.
- Fuel on Board (Block 12): Hours and minutes of fuel available. This is a safety field; search-and-rescue uses it to estimate when the aircraft would have run out of fuel if overdue.
- Alternate Airport (Block 13): Required when weather at the destination does not meet the 1-2-3 rule: if, from 1 hour before to 1 hour after your estimated time of arrival, the forecast ceiling is less than 2,000 feet or visibility is less than 3 statute miles, you must file an alternate. Why It Matters: Safety and Search-and-Rescue
Every field on the IFR flight plan is ultimately there to protect you. The fuel-on-board field tells rescuers how long to search. The number of souls on board tells them how many people to look for. The route lets SAR teams narrow the search area. In the event of a radio failure, ATC uses your filed route and altitude expectations to anticipate where you are and clear other traffic accordingly — as specified in 14 CFR 91.185.

- UTC, not local time. Block 6 (proposed departure time) must be in Zulu. A common error is filing local time, which can cause your clearance to be timed incorrectly.
- Clearance void times at uncontrolled airports are firm. If you miss the void time, you cannot legally enter controlled airspace on that clearance, and you must notify ATC within 30 minutes to prevent a costly search-and-rescue response.
