A Temporary Flight Restriction, universally abbreviated as TFR, is exactly what its name suggests: a short-term prohibition on flight operations within a defined block of airspace, issued by the FAA to protect a specific activity, person, or emergency situation on the ground or in the air. For manned aircraft pilots, TFRs are a well-established part of everyday preflight planning. For remote pilots operating small unmanned aircraft systems (sUAS) under 14 CFR Part 107, TFRs carry the same legal weight — and the consequences of blundering into one can range from certificate action to civil penalties, with federal criminal charges reserved for the most serious cases, such as intentional violations of national security TFRs. Understanding what TFRs are, why they exist, how they are created, and how to find them before every flight is a non-negotiable core competency for any certificated remote pilot.
TFRs are published through Notices to Air Missions (NOTAMs), specifically under the NOTAM system as FDC (Flight Data Center) NOTAMs. They define a protected volume of airspace using a center point (latitude/longitude or a VOR radial/distance), a radius in nautical miles, and altitude floors and ceilings. Some TFRs are simple circles; others are complex, layered shapes. All of them are temporary by definition, but "temporary" can mean anywhere from a few hours to months — a Presidential TFR, for example, may be renewed continuously for the duration of an administration's activities in an area.
Why TFRs Are Issued
The FAA issues TFRs under several different regulatory authorities, and understanding the reason behind a TFR helps a remote pilot predict where and when they are likely to appear. The most common categories include:
- Hazardous operations and disaster areas (14 CFR 91.137): Issued around active wildfires, chemical spills, earthquake rescue operations, and other emergencies. These TFRs protect low-flying firefighting aircraft, rescue helicopters, and law enforcement. Unauthorized drone flights into wildfire TFRs have forced aerial tankers to abort drops, a fact that generated significant negative publicity for the UAS community and led to increased enforcement attention.
- Presidential and VIP movement (14 CFR 91.141): Known informally as "Presidential TFRs" or "POTUS TFRs," these are issued whenever the President, Vice President, or other protected officials travel by air or are present at a location. They typically consist of an inner ring (commonly 10 nautical miles radius) where no flight is permitted without specific ATC authorization, and an outer ring (often cited around 30 nautical miles, though the exact dimensions vary by NOTAM) where VFR flight is permitted only if the pilot is on an active ATC flight plan with a discrete transponder code. For Part 107 operations, unless you have explicit FAA authorization, flight inside a Presidential TFR is simply prohibited — period. Always verify the actual published dimensions in the specific FDC NOTAM rather than assuming a fixed size.
- Space operations (14 CFR 91.143): Issued around active launch and re-entry corridors to protect the public from falling debris and to protect launch vehicles from drone collisions during the most critical phases of flight. Florida's Space Coast and other launch sites routinely generate these TFRs.
- Sporting events and airshows (14 CFR 91.145): Any large outdoor event — NFL or college football games, NASCAR races, major league baseball — may have a TFR established around the stadium or venue during the event and for a defined period before and after. These typically extend to 3 nautical miles radius and up to 3,000 feet AGL, though the precise dimensions are set by the specific NOTAM and can vary.
- National security: These are often longer-duration TFRs around sensitive infrastructure, military exercises, or national special security events (NSSEs), typically issued under 14 CFR 99.7 and associated special security instructions. Washington D.C.'s Flight Restricted Zone (FRZ) and the surrounding Special Flight Rules Area (SFRA) are the most prominent and permanent examples.
How TFRs Apply to Part 107 Remote Pilots
Under 14 CFR Part 107, a remote pilot in command (RPIC) is responsible for ensuring that a sUAS operation does not violate any applicable airspace restrictions. TFRs are airspace restrictions that apply to ALL aircraft, including unmanned aircraft. There is no automatic exemption for small drones because they are small, because they fly low, or because the operator has a Part 107 certificate. The certificate gives you authority to operate; it does not grant you blanket permission to ignore NOTAMs.
This is one of the most important concepts for the knowledge test: a Part 107 certificate by itself is not authorization to fly in a TFR. If a TFR is active over your planned operating area, you must either wait until it expires, operate outside its lateral and vertical boundaries, or obtain a specific authorization from the FAA or the controlling agency — and for most TFR types (especially Presidential), that authorization is extraordinarily difficult to obtain and is almost never granted for commercial drone operators on short notice.
The vertical dimension of TFRs deserves special attention. Part 107 limits sUAS operations to a maximum altitude of 400 feet AGL in uncontrolled airspace (with certain exceptions near structures). Many TFRs have floors at or below 400 feet AGL, meaning a drone flying at its legal ceiling could still be squarely inside the restricted volume. Always check both the floor and the ceiling of any TFR in your vicinity — do not assume that flying low makes you automatically compliant.
How to Check for TFRs Before Every Flight
The FAA mandates preflight planning that includes checking for applicable NOTAMs, and TFR checks must be part of every single preflight workflow. Several reliable tools exist:
- FAA TFR website (tfr.faa.gov): The official FAA resource displaying active and upcoming TFRs on a map interface. This is an authoritative primary source and should always be consulted.
- 1800wxbrief.com (Leidos Flight Service): The official FAA-designated provider of standard weather briefings also provides NOTAM information including TFRs. A standard or abbreviated briefing will include pertinent FDC NOTAMs.
- FAA NOTAM Search (notams.aim.faa.gov): Allows direct text-based NOTAM searches by location identifier or geographic area. Understanding how to read a raw FDC NOTAM is a useful skill, though the map tools are generally more intuitive.
- Drone-specific planning apps: Applications such as the FAA's own B4UFLY app, as well as commercial products like Aloft (formerly Kittyhawk) and others, aggregate NOTAM and TFR data alongside airspace classifications. While convenient, these apps should be used as a supplement to, not a replacement for, official FAA sources. Apps can have data latency; the official FAA NOTAM system is always the authoritative source.
Check for TFRs as close to your launch time as operationally possible. TFRs can be issued with very little advance notice — a Presidential movement TFR, for instance, may appear in the system only hours or even minutes before it becomes active. A check performed the night before may be completely outdated by the time you arrive at your flying site.

- Wildfire TFR: Radius and altitudes vary; always defined in the specific NOTAM. Drone flights are categorically unwelcome and actively enforced.
- Part 107 max altitude: 400 feet AGL (general rule) — does not exempt you from a TFR whose floor is at or below that altitude.
- NOTAM type: TFRs are published as FDC NOTAMs — remember this for test questions about NOTAM categories.
Common Test Traps
- "My drone flies under 400 feet, so TFRs don't apply to me." Completely false. TFRs apply to all aircraft including sUAS regardless of altitude, as long as the drone operates within the lateral and vertical boundaries of the restriction.
- "My Part 107 certificate authorizes me to fly anywhere." A Part 107 certificate is an airman certificate, not a blanket airspace authorization. You must separately comply with all airspace restrictions, including TFRs, and obtain required authorizations.
- "The sporting event ended, so the TFR is gone." Sporting event TFRs include buffer periods after the event concludes. Always verify the TFR's defined end time in the NOTAM text, not just the game clock.
- "I checked for TFRs last night and there were none." Presidential and emergency TFRs can be issued with minimal notice. A preflight check from the previous evening is insufficient. Check as close to flight time as possible.
- "The TFR is for manned aircraft — drones are different." TFRs are issued under 14 CFR regulations that apply to all aircraft. The FAA defines "aircraft" in a way that includes unmanned aircraft, and Part 107 explicitly requires compliance with applicable airspace restrictions.
