Flight Proficiency Requirements
Under §61.87(d), the student must receive and log flight training from an authorized instructor in the make and model of aircraft to be soloed. The required maneuvers and procedures include, among others: preflight preparation, taxiing, takeoffs, airport traffic patterns, stalls (including imminent stalls), emergency procedures, and landings — specifically normal and crosswind landings. The instructor must again endorse the student's logbook, certifying that the student has received training in each area and is proficient to make safe solo flights.
Building the Pre-Solo Curriculum: A Stage-Based Approach
The Aviation Instructor's Handbook (FAA-H-8083-9) emphasizes that effective course development organizes training into building blocks — sequential stages where each lesson prepares the student for the next. Pre-solo training lends itself naturally to a three-stage framework that mirrors the regulatory requirements while providing practical checkpoints for both instructor and student.
Stage One: Orientation and Foundational Skills
The first stage introduces the student to the aircraft environment, basic aerodynamics, and primary flight controls. Lessons during this phase focus on developing positive aircraft control: understanding pitch, bank, and yaw; maintaining coordinated flight; and developing situational awareness in the traffic pattern. Ground lessons run in parallel, covering the aeronautical knowledge topics mandated by §61.87(b). The instructor should use a formal lesson plan for each session that states the objective, completion standards, and the specific regulatory knowledge area being addressed. This documentation habit protects the instructor professionally and ensures no required topic is inadvertently skipped.
Stage Two: Maneuver Development and Emergency Procedures
Once the student demonstrates basic aircraft control, Stage Two focuses on the full catalog of maneuvers listed in §61.87(d). This includes stalls and stall recognition, steep turns, ground reference maneuvers, short-field and soft-field takeoffs and landings, and crosswind operations. Emergency procedures — including engine-out approaches and simulated system failures — must be practiced in the actual aircraft to be soloed, not just discussed conceptually. The Aviation Instructor's Handbook notes that scenario-based training (SBT) is particularly effective during this stage, because placing maneuvers within realistic flight scenarios builds decision-making skills alongside stick-and-rudder proficiency. For example, a simulated engine failure on downwind develops not only the correct visual glide and landing technique but also the habit of scanning for suitable fields and communicating with ATC.
Stage Three: Pattern Consolidation and Solo Readiness
The final pre-solo stage focuses exclusively on the traffic pattern and landing consistency. Landings are the single most demanding task for most pre-solo students, and the standard should be clearly defined in the lesson plan's completion standards. A common benchmark is the student's ability to consistently land within the first one-third of the runway, maintaining runway centerline and appropriate airspeed throughout the approach, with minimal instructor intervention. During this stage the student should also demonstrate proficiency in go-around procedures, tower or CTAF communications, and wake turbulence avoidance — all areas specifically called out in §61.87.
Integrating Stage Checks: Purpose and Procedure
A stage check is an evaluation conducted by a qualified person — typically the chief flight instructor, an assistant chief, or another designated instructor — other than the student's primary CFI. The Aviation Instructor's Handbook strongly recommends stage checks at the conclusion of each major training phase as a quality-control mechanism and an objective measure of student progress.
Why Stage Checks Are Essential
Primary instructors naturally develop familiarity with their students. This familiarity, while valuable for rapport and tailored teaching, can introduce subtle bias: the instructor may unconsciously compensate for a student's persistent weakness, or mistake comfort with a maneuver for genuine proficiency. A stage check by a fresh evaluator eliminates this bias. It also familiarizes the student with being evaluated by an unfamiliar pilot — a skill they will need during the Private Pilot Practical Test (checkride). The pre-solo stage check, conducted before the solo endorsement is issued, serves the additional function of confirming the endorsing CFI's professional judgment independently.
What the Pre-Solo Stage Check Should Cover
The pre-solo stage check should evaluate, at minimum, all maneuvers and knowledge areas listed in §61.87(b) and §61.87(d). The evaluating instructor reviews the student's logbook to verify ground training entries, quizzes the student on local airspace, emergency procedures, and weather minimums, and then conducts a flight evaluation in the traffic pattern. The evaluating instructor should use a standardized evaluation form tied directly to the §61.87 requirements, and the results — including any deficiencies — must be documented and corrective training planned before the solo endorsement is issued.
The Solo Endorsement: Documentation That Protects Everyone
Once the pre-solo stage check is passed and the primary CFI is satisfied the student meets the §61.87 standards, the CFI issues two distinct endorsements:
- Logbook endorsement certifying aeronautical knowledge (§61.87(b)) — typically worded per the current edition of AC 61-65.
- Logbook endorsement certifying flight proficiency (§61.87(d)) and authorizing solo flight in a specific make and model aircraft at a specific airport or within a specific area.
The solo flight endorsement under §61.87 is valid for 90 days. If the student does not solo within that period, the endorsing CFI must re-evaluate the student and issue a new endorsement. This 90-day limitation ensures that proficiency has not degraded with the passage of time, and it is a commonly tested FAA knowledge fact.
Additionally, the student's pilot certificate (student pilot certificate) must be in the student's personal possession during any solo flight, along with a current medical certificate (if applicable to the category of aircraft) and a government-issued photo ID.
Lesson Plan Structure and Documentation Best Practices
The Aviation Instructor's Handbook identifies several elements of an effective lesson plan: objective, motivation, content, methods of instruction, completion standards, and instructor notes. For pre-solo training, the instructor should also annotate which specific §61.87 requirement each lesson addresses. Maintaining a master tracking sheet — one row per required knowledge or proficiency area, with dates and lesson numbers recorded — creates an auditable record that demonstrates the instructor's due diligence and simplifies stage check preparation.
Common Test Traps
- The 90-day rule applies to the solo endorsement, not the solo flight itself. The endorsement must be current at the time of each solo flight. If it lapses, a new endorsement is required — there is no grace period.
- Both a knowledge endorsement AND a flight proficiency endorsement are required under §61.87. Many students and some instructors incorrectly assume a single combined endorsement satisfies both requirements.
- The endorsement must be specific to make and model, and for student pilots at towered airports, the airport must be specifically listed. Solo flight to a different airport requires an additional cross-country endorsement under §61.93, even for a very short flight.
- Stage checks are not the same as the solo endorsement. A stage check is an internal school quality-control tool; the endorsement is the legal authorization. The CFI of record issues the endorsement, not the stage check evaluator, unless the school's procedures specify otherwise.
- Emergency procedures must be trained in the actual make and model to be soloed, not merely discussed or demonstrated in a different aircraft.
